This platform was launched in 2022 with initial support from the National Freedom of Information Coalition and the Center for International Media Law and Policy Studies at Indiana University. It is maintained by Indiana Coalition for Open Government, an all-volunteer nonprofit organization that advocates for access to government records and meetings in Indiana.

While Indiana has a public records law that requires public agencies to release data, one of the major hurdles to getting data is knowing what’s available. Under the federal OPEN Government Data Act, federal agencies are required to maintain an “Enterprise Data Inventory” that makes public data more easily discoverable, but there is no such requirement or effort in Indiana and most other states. Further, even though some data sets are available online, the usability varies widely, and there is no comprehensive guide to locating such online data. The idea behind the Indiana Data Tracker is to fill that void.
